arria 10 SoC boot

Customer Arria 10 SoC board fail to boot. It shows error message ERROR(CMD256-TAD10-NAL18) fromDS-5 debugger. 

ERROR(CMD256-TAD10-NAL18):
! Unable to display contents at location "S:0xFFFF000C"
! Failed to read 4 bytes from address S:0xFFFF000CERROR(CMD256-TAD10-NAL18):
! Unable to display contents at location "S:0xFFFF000C"
! Failed to read 4 bytes from address S:0xFFFF000C

Thank you for any ideas and suggestions.

Please refer to the similar issue and it mentions about the changes to be done to the scatter file and other possible issue scenarios.
