Cyclone 10GX EV board example design of DDR3x40 on Quartus pro 20.4
After IP upgrade (also without upgrade ). The following error occurs at the fitter plan stage:
"Error(20403): Global setting for OUTPUT_IO_TIMING_NEAR_END_VMEAS is not supported. Please use this setting with pin assignments."
On quartus 20.4 error message web page there is no reference to that number.

On quartus 17.1 (origin of that core) there is no problem.
But cant use it because lacking of Ethernet stuff.

Not a big issue. But when I did upgrade the IP, some lines in the QSF file were marked as obsolete by quartus .
The unsupported setting of "OUTPUT_IO_TIMING_NEAR/FAR......." was not commented as expected.
I did it manually as suggested in the first replay by sstrell.

That sounds like a board trace model assignment. Check your .qsf file and any board trace model assignments in the Pin Planner.
