This is a broadast address. Are you sure it isn't the destination MAC in the dhcp request address?
Which evaluation kit do you have?- Mark as New

This is a Nios Embedded Evaluation Kit Cyclone III edition
and I was looking at the dhcp server log, so this is really the source MAC once it was 07:ff:ff:ff:ff:ff, see the log line below daemon.log.0:Mar 17 16:43:04 obsfrog dhcpd: DHCPDISCOVER from 07:ff:ff:ff:ff:ff via eth0: unknown client then it was ff:ff:ff:ff:ff:ff ????? daemon.log.0:Mar 17 16:46:57 obsfrog dhcpd: DHCPDISCOVER from ff:ff:ff:ff:ff:ff via eth0: unknown client we expected it to be something like 00:07:ed..... (altera device) on board near RJ45- Mark as New

You can try and erase the last page of the flash, and then the Nios application should ask you to type the board's serial number to generate a new Mac.
This will only work if you are using an example software with network_utilities.c
