I am looking for API (application program interface) for my USB blaster rev C but to no avail.  It should provide low level functions to enable Windows application programs to send bit streams to USB blaster JTAG TDI pin and capture output bit streams from JTAG TDO pin.  Previously, I used Digilent programming cable (JTAG-HS2) along with its API and successfully integrated into my Windows app.  For now, I only saw Intel support sites provide USB blaster device driver and FPGA programmer,  but not the intermediate API.

Hi, apologize that we do not have the API provided.

Hi YuanLi, I am trying to build a Boundary Scan Tester using USB Blaster.  Intel's CPU as well as FPGA products, all with built-in Boundary Scan cells, can be incorporated into that PCB structural test functionality and hence increase the testabilities.  It would be a win-win situation for Intel and my own project if USB Blaster API is available for public access.
