14700k hitching in games

Hi guys, just wanted to get some opinions on what might be going on with my system, the hitching is really frequent and very distracting
System specs below.

i7 17400k
32GB RAM Kingston FURY Beast DDR5 (6000MHZ)
Gigabyte AORUS Z790 ELITE AX
Samsung 1TB SSD M.2 NVME
MSI Gaming Trio RTX 4090

Framerate appears to be running as expected but the frametime and hitching is almost unbearable, it seems to be more so on CPU intensive games.
I have tried updating all drivers, setting my power to performance mode but it's still the same, I started to see a slight improvement when I disabled my
E-cores but I really don't think that I shpuld have to do that.

I have just ordered a new riser cable to see if that may be causing an issue but my gut is telling me this could be CPU related driver or bios setting issue, I have set my bios to default and worked my way slowly enabled setting such as Intel DTT ect.

- Do white screens, blue screens, or black screens occur?

- Does the power supply have enough power to supply power to all the hardware?

- Do crashes occur in specific games/applications?

- When formatting the computer to install the operating system, did you use Diskpart?

Hi there 

Thanks for replying to my post.

I have no Diskpart on my system, it has only been formatted
before installing a fresh copy of Windows 11.

I have noticed previous crashes and hard freezes in Spiderman Miles Morales but the micro stutter/hitching is noticeable in all games.

my PSU is 1200w Corsair fully modular PSU with all original connections, it has been purchased brand new.

I had noticed on the Dxdiag report that there is a driver error, I am pretty on it when it come to drivers, but I will use intel driver support assistant to get that sorted and see if that help, but I am doubtful it will make a difference.

- Run in-game tests at 60FPS and see if crashes and problems occur; then leave the game locked on the same frequency as the monitor. It has already been identified that if a game is running at 200FPS and the monitor does not support it, crashes (Tearing) and rendering failures will occur.


Incorrect rendering:

The difference between the generated and displayed frames causes several visual problems, such as:

- Tearing: "Tears" in the image, where parts of the screen show different moments of the animation.

- Stuttering: "Stuttering" in the image, where the animation appears to "skip".

- Micro stutters: Small interruptions in the fluidity of the image.

- If problems continue, it is best to contact technical support to identify whether a hardware problem is occurring.
