The 4000 graphics card has been discontinued by Intel and they no longer support it. Is there any way to upgrade it internally to work with adobe Photoshop 2021?

Two problems:  1) you have a laptop.  2) the graphics are integrated with the processor.

Answer - you need to upgrade to a new(er) system.
