No matter what settings you choose for your display in Intel HD Graphics Control Panel -> Display -> Basic -> Scaling,

When you launch a fullscreen application the setting will be ignored and it will revert back to 'constrain propostions' when enabling fullscreen, then when you alt-tab to desktop it will go back to your selected mode, then you alt tab to game and it will go back to proportions setting again, making it impossible to get rid of the black borders.

The setting only is applicable in Windows 10 Desktop, doesn't work for fullscreen apps.

It worked good in Windows 8.1, I just upgraded from 8.1 to 10.

In windows 8.1 I could game on any resolution without black borders - a nice, full, filled screen.

Please fix this ASAP or suggest steps to fix.

Problem does not happen without drivers (Driverless) -> Games run in full screen / fill screen mode at any resolution (so this is not a Windows bug).

I'll correct myself from my previous post, this is not an issue/bug, it is a feature that has not been enabled yet for Win10. This question has been addressed already, see the thread link below. The feature is still being developed.

I'll keep this thread and bug# 8159769 open for tracking until the feature is added, but note this is still work in progress.

What: In Win10, CUI scaling options are shown based on the current resolution. The UX (user experience) improvement previously implemented in Win7/8/8.1 to show all the scaling options independent of the current resolution is not yet complete for Win10.

Why: Win10 has different ways to implement this feature than previous OS and we are currently working with MSFT to mitigate user experience issues or broken functionality. This includes investigation into requirements and discussions on improvements.

When: This is a complex task with top priority, work is in progress. Honestly, I know it will not be enabled by OS launch, though the development team is targeting my next status update for July 31st.

I just downgraded to windows 8.1 and Windows 10 IS REALLY BAD

the newest drivers only partially fixed it.. it still doesn't work for old games, 4:3 ratio games till have black bars.

No @ BlaZerYT01 the issue is STILL not fixed. Win10 was released late July. It is now early September. The issue still remains alongside weird artifacts on videos both offline and online streaming through YouTube.

 

This is running the latest driver released for Win10 64Bit (August 12th) using the latest build of Firefox, on the latest OFFICIAL build of Windows 10 Home Edition.

Here are black bars from older games that dont support 1920x1080.

I've been waiting for these two issues to be fixed for over a month now and intel still has no released any information regarding the issue. In other words if you have integrated graphics, in my case a Core i7 4700HQ (4th gen so it has Intel HD 4600 IGP), paired with a Nvidia GTX 860m, even though the GTX 860m acts as the dedicated gpu in the laptop, the 4600 HD still acts as the primary display output controller and thus for the past month, im forced to deal with these terrible artifacts in videos and annoying black bars when running any game full screen that is not in my native 1920x1080.og

Seriously intel, get your stuff together. This is not acceptable. Scaling issues were resolved about a week or on launch day with Nvidia and AMD drivers, what makes you guys so slow? You dont deserve to sell products to consumers if you refuse to support your own hardware properly. It really shouldnt be taking this long for a fix.

As an update, the latest Win10 64bit driver for the HD 4600 in mobile Optimus laptops STILL. yes i repeat, STILL has the exact same issues since Windows 10 launched late July. Its now about to be early September and black bars still exist despite the release notes/change log for driver 15.40.7.4279 explicitly outlining -

"Display Scaling Option is Now "Sticky" User Preference is now available for Windows 10 - Windows 10 - 64"

You can go ahead and select "scale fullscreen for 4:3 res such as 1400x1050. Press apply, but the moment you return to your native 16:9 res 1920x1080, all changes revert back to maintaining aspect ratio. At this point im utterly frustrated with intel. I've waited over a month and sat through two major driver updates for Win10 (for a total of 3 officially supported drivers for the hardware I have) and NONE of them fix this annoying scaling issue which presents black bars on screen.

Seriously, what am I supposed to be doing at this point? It'll soon be two months without a valid fix while AMD / Nvidia had a solution for scaling issues literally in no time after Win10's global launch.

 

Can I get a response from one of Intel's Driver Engineers? Please?

See, that's why users should be able to choose to disable the intel gpu entirely.... I hate optimus. It has so many issues, and the issue pile just keeps growing.

(well okay the system info one is because 4G wraps to -1MB which in absolute terms is 1MB)

Where your last screens taken from Track Mania 2 Stadium?

Luckily that game natively supports 1920x1080 and I run it off my GTX 860m. But i totally agree. Power "may" have been issue with mobile computing so I see why Integrated GPU's still work under the laptop's discrete dedicated gpu, however scaling issues should not be a problem that takes nearly two months (and still going) to resolve. Its so annoying to not be able to enjoy my games full screen stretched because of the poor quality of drivers released by intel.

To make matters worse, a massive chunck of users have reported this exact issue. It took them a while to acknowledge its existence and we the community were given a message saying

 

"we have identified the problem and have been able to recreate it" (something along those lines).

Despite release notes claiming the issue is fixed now on their 3rd official driver, it is not. I think i should just give up.

I have this problem too on windows 10 enterprise x64 . I am runing on intel HD graphics on laptop . Earlier in windows 7 and 8.1 I could do the resolution trick to scale to full screen games like cs go but now it doesnt works , it changes back to native screen . Every time I have to launch a game I run it than go back to desktop and intel control panel and change to lower resolution like I have 1366 x 768 and if I change it to 1360 x 768 there will be an option to scale to full screen and thats how I am able to make game work without black bars but its really annoying doing it every time cuz we are gamers . I tried installing old drivers , installing drivers from windows update and from computer manufacters and nothing worked . Lately I got the latest driver of my graphic card , driver version : 10.18.10.4252 , driver date : 07/10/15 but its still not working . I am going to wait for this fix only this september and if intel does not fix it I am going to downgrade to windows 8.1

UPDATE:

Win10 CUI Scaling changes have been checked-in

With this, CUI scaling options will show up independent of the resolutions.

But for the game issues to get resolved completely – we need to wait for update from the Microsoft bug we submitted, ball is now in their court.

Im with you mate. I got Win10 on launch July 29th. Everything was perfectly fine except Wifi and this scaling issue with integrated graphics on my optimums laptop. Sound was fine, touchpad was fine, hotkeys were still there, dedicated graphics processor drivers were fine. Literally everything with the exception of hardware from Intel. Took me a couple weeks before sorting out my wireless issues (after many driver changes and setting hardware driver tweeks I personally discovered myself as Intel support put me in circles alongside my laptop manufacturer, placing the blame on the other). and I've dealt with this scaling issue, and its now mid October. Solid work Intel!! despite 3 official Win10 64bit drivers for the 4600HD being released, only two vaguely outlining that scaling issues were addressed- when infact the problem still exists and has yet to be resolved.

Waiting here alongside many others, unable to enjoy specific games fullscreen stretched (games that just dont support native 1920x1080) for months now. Something that worked perfectly fine in Win 7, 8, 8.1, but suddenly is such a complex matter that it is taking what seems like an eternity to resolve.

OK good job intel , my problem with scaling in windows 10 is fixed after this new update that I received

Since upgrade to Windows 10 from 8.1 (and now to OS version 10586.3) after few rotates via rotate buttons at the right side of simulator or changing resolution inside Visual Studio 2015 Simulator the screen inside simulator becomes broken. Update of VBIOS to version 1039 (of course keeping all factory settings via BSF script file) and driver to version 20.19.15.4312 did not help me for my Haswell 4570 CPU on the Asus Gryphon Z97 board. I've made test with laptop equipped with 2 adapters, when I switch to Nvidia forcibly it's OK, when back to HD4600 - the problem persists as on the screen below, so it's reproducible, I've send feedback to Microsoft too. Overall, with most common applications the HD 4600 works as a charm.
