Use only the driver supplied by your laptop manufacturer, and use the released version of W10 (1903). If the artifacts are gone, problem solved.
If not, you are a beta tester and need to report the problem to Microsoft.

Update: I installed an older version of Windows (May 2019 Update) but the problem still persists. In the Device Manager, in the driver events it displays the following message: igfx has not started. Somehow I think this is linked to the problem. It's the screenshot I have attached.

Use only the driver(s) provided by your laptop manufacturer with the 1903 version of W10. Do not use the generic Intel drivers.
If the problem is still there, contact your laptop manufacturer for support, as they are solely responsible for support of your laptop.
Also provide your processor model number.
