Can i use i3 10110u for video edditing? Which is used in p pavilion 360 i3 4gb ram and 1tb hdd+256 gb ssd with integrated graphics......

Video editing is more I/O-bound than anything else. Provided you have a good (SATA ok, M.2 NVMe better) SSD to support this, you should be ok.

Subjectively, the i3 should be fine for graphics design. It'll be marginal for video editing (one core for video decoding, one core for running the OS and editing program). And it'll be dog slow at video encoding.
