Clone mode, Different resolutions

I have an HTPC running an i3 530. Previously I have had a 40" 1366x768 TV as my main display over HDMI and a 16" 1366x768 monitor in my kitchen connected via the VGA connector (D-Sub) in clone mode.

I have now upgraded to a Full HD TV and the 16" monitor doesn't support 1920x1080 so I can't use it in clone mode with the new TV.

Is there any way to get the image from the TV scaled and cloned to the 16" monitor? I assume that there is no technical reason why this shouldn't be possible but I guess it would need driver support? I'm not bothered about losing quality on the kitchen screen, I just want some basic TV.
