Does the Dell UltraSharp UP3214Q support 3840x2160/50p ? I know in custum made res it does not, can it support it in a future graphic driver?

According to the product specifications it supports 3840x2160 @60Hz.

You would need to check if your graphics card support this configuration, what is you computer brand and model?

I have Intel HD Graphics 4600 and the only fps I can get with DisplayPort 1.2 is 60p at 3840x2160 res, I have some 2160/50p video clips I would like to play stutter free, can the monitor be made to support (with updated driver) 3840x2160/50p in the future???

The driver does support this configuration .You would need to contact dell* directly to request the specifications of the product, to see if it will support the refresh rate,
