Final Fantasy VII Remake performance issues Intel ARC B580

This game is almost unplayable at all resolutions, however 720p is allowing over 30fps.  The drivers have been updated, resizable bar is on, DX12 and DX11 have both been tried.  I don't know what will correct the performance.

So removing the driver in safe mode resolved the issue resulting in over 100 fps at 2k resolution. I tried removing shader cache and the performance didn't increase. Can you let me know what logs could have been collected to indicate what issues could have occurred? I really don't think reinstalling a driver is an actual solution to finding the issue. If you point me to logs I can review or any diagnostic tools Intel provides I would greatly appreciate it.
