HD 4600 whole screen flashes white

When watching PAL (25fps) live or recorded HD video in Windows 8 Media Center I get while full screen flashes at repeatable points. It doesn't happen at regular intervals but sometimes you get a couple a few seconds apart and then none for 30 seconds. If I rewind the program and play it again it does it at the exact same point. I was using the same amplifier and TV with a 1st gen core i5 processor and Windows 8 64 bit and this had no problems with HD video. If I play back a SD video channel, it has no problems. I do have another computer with a 2nd gen core i7 but with NVidia graphics and it plays the HD clip back without issue. So the issue isn't with the recording. It seems to be only with the 4th gen core i5 video drivers.

The CPU is a Intel Core i5-4670T (HD4600) and the driver version is 9.18.10.3165

In the meantime, have you tried updating the player codec's? I suggest you trying this troubleshooting step. If issue persists please post your dxdiag report here so we can check more information.

The problem isn't limited to HD broadcasts as it has also happened on the SD broadcasts on the BBC channels. It might be the way BBC encodes their programs but it never did this before on the previous on-board Intel graphics nor with my other machine that uses NVidia. I know that Windows 7 used Media Foundation to replace DirectShow and Windows 8 uses the same technology. With Media Foundation it doesn't use any of the installed media codecs that you have but instead uses the standard Microsoft codecs for h264 decode etc. I could upload a small clip to show the problem is that would help?
