What is your processor model number?   If you have a 7th gen or later processor, nothing less than Windows 10 is supported.   It has been this way for FOUR years.

You have a 9th gen processor.   Only windows 10 is supported on 7th gen and later processors.

There is no Intel driver.

Why on earth would you want to run Windows 8.1 when you can upgrade (for free) to windows 10, and have a supported driver?
