If you mean you cannot install the latest DCH driver, I am not surprised. Only Windows 10 1903, 1809, and 1803 are supported. 1607 is only THREE years out of date.
You should be able to update your Windows to version 1809. Your edition was first released as Windows 10 Enterprise LTSB (Long-Term Servicing Branch). There are currently 3 releases of LTSC: one in 2015 (version 1507), one in 2016 (version 1607) and one in 2018 (version 1809).
