I keep getting this download from Intel:

Intel® Graphics Driver 31.0.101.2128 for 7th-10th Gen Intel® Core™ Processor Graphics

1.  Is it safe to install in my Dell Inspiron?? 

2.  If not, how do I prevent this update from constantly returning?

Yes, it safe to install if you want to update your driver. But intel offers generic drivers only. Therefore, it’s still best to use the oem driver. If you dont want that update you can turn off the intel driver assistant if you’re using it.
