I have an intel hd graphics 530 and at an h hour at h.15 - h.30 - h.45 - h.00 I have this video lag be it a game or a video or while hovering the mouse. I noticed from task manager that each time the video lag happens the process System (which is called from the properties ntoskrnl from 0,1% suddenly hits about 5,9% of CPU. So I thought it's related to my problem. Please let me know if you have the same problem and if you know a way to fix it!

In order to help you better I would like to gather more information about the configuration you have in the computer. May I have the name of the applications/games you are having troubles with?
To attach a file, you must click "Use Advanced Editor" on the upper right hand corner of the response box, then the "attach" option will appear on the bottom right hand corner of the response box.

So here is the file .txt and it happens with any video with any player and with any game. Just the audio doesn't lag.
