Occurs on non-Intel GPUs?: No. AMD & NVIDIA cards were fine (HD 7950 and GTX 750 Ti tested)
Steps to Reproduce:

1. Clean install Windows 10
2. Open Counter Strike Global Offensive
3. Select Play offline with bots on cs_office
4. Play for some time then quit
5. Restart the game, play on the same map
(Maybe change graphics settings to low)
Expected Results:
The game should run without artifacts.
Actual Results:
The first time you play it will be fine. After that it's broken forever. It' like an overly aggressive HDR applied to the game. Everything gets darken to the point where you can barely see things in the dark.
