I updated my Win Vista Dell laptop and trying to find drivers for the Intel 45 Express Mobile graphics but cannot find them
1. Where are the
2. Do I need to upgrade drives going from Vita to Win 7?
3. I am having crashes "memory dump" and resets during video playback on my laptop

None of your hardware and software is supported.
Windows Vista support ended last year. The 45 series chipset is legacy and not supported. And, the processor is no longer supported.
You can "try" to install Windows 7, but you are basically on your own.
The best thing to do would be to get a new system that is supported.

Do you think Vista would be better than Win 7 as far as Performance since the Dell was actually made with Vista?
also found Intel HD accelerat download the other day but cannot find it now, will this help at all?

Windows Vista was a disaster. The only thing that comes close to being as bad as Vista is WIndows 10 1809.
If you insist on keeping the hardware, I would install WIndows 7 (aka Vista SP3).
