Intel« Quick Sync Video H.264 Encoder MFT Missing on i5-3320M HD 4000

Running Media SDK Sys Analyzer on the Dell E46430s using both Dell.com and Intel.com latest drivers do not show the QSV Encoder supposidly present in this 3rd Generation Core i5 Processor

This is the output of the report.

I have installed earlier driver versions but the Intel HD 4000 this system has never showed a QSV Encoder regardless of the version of Windows 10 installed.

The issue isn't with the SDK, the issue is the iGPU Driver isn't revealing the hardware encoder, or the iGPU never shipped with the hardware encoding capability even though it is documented to do so.
