While on 101.2128 the DWM memory leak seems to have been fixed, the black screen flickering is not fixed yet.
On my laptop the 100.9466 was the last good version where there's no black screen flickering. On every single version since then, the bug exists.
Black screen flickering happens multiple times per second when I do thing where screen content refreshes, especially often in browsers like Google Chrome -- when I switch between the opened tabs, or when I scroll the content of a page. Also it happens in Microsoft Excel, in Windows's File Explorer etc.
My setup is: Huawei Matebook X Pro 2018 (i7-8550U/1 Tb SSD/16 Gb RAM), Intel UHD Graphics 620. OS is Win 11 pro 23h2 build 22631.4037.
So I almost cannot use my laptop! If I go back to 100.9466 driver, memory leaks in 1-2 hours and laptop deadly hangs and I need to reboot every hour. If I install the latest version (101.2128) the huge black screen flickering starts and it's also impossible to use the device.
Therefore, all existing drivers FAIL to work properly.
I notified Microsoft and Huawei about this issue and they replied that they don't care at all, like "it's not our bug, not our fault, so we won't do anything".
Please fix the black screen flickering issue ASAP!

HUAWEI seems to be familiar with this phenomenon:

The Intel processor with the integrated graphics is just one component of a computer. As far as I can see, this device also contains an Nvidia GeForce MX150 and was designed to run on Windows 10. The Original Equipment Manufacturer (OEM = HUAWEI in this case) is responsible for ensuring that all components work together smoothly. This is especially true for integrated screens.
Follow the manufacturer's drivers. Only these can guarantee compatibility with the hardware.

1. I am not actually using the nvidia video chip, I'm using the integrated one.
2. On the Huawei web-site, they mainly say, either "disable the panel self-refresh option" (in my case it was always disabled), or "delete OS and get back to 6 year old Windows 10" (which sure enough I am not going to do).
3. I tried all the most recent drivers both from Huawei and from Intel -- ALL of them have the issue with black screen flickering. The only one that does not have it, is the old 100.9466 driver, but it has the unfixed bug of DWM memory drain -> laptop gets stuck and hangs deadly every few hours.
So that's the point. Huawei told me they won't fix the driver. Intel seems to be not wishing to publish a fixed driver either. While my expensive laptop is now in fact unusable due to the above-mentioned reasons.
Maybe there's still something Intel dev team could do to help me?

Just to be sure, I installed Huawei's PC Companion, checked for updates of the drivers, and their program informed me that I am having the latest, the most suitable drivers available, there are no other drvier that manufacturer could suggest.
So, what do I do now to get my problem (realted to enormous black screen flickering) fixed?

Create new system restorepoint.
last try, download DDU software, boot windows safe-mode, uninstall existing intel graphics driver completely, then restart windows to normal mode.
Extract the file 101.2128 using winrar application, using device manager , install driver using .inf file , after completing restart windows.
Same method, i did in asus laptop for intel i5 -7200U in windows 11

This looks bad. Unfortunately, I have no other suggestions in case of a built-in screen. In my opinion, this is a job for HUAWEI.

But they are not going to fix the problem either. They refuse to provide any kind of help, because the laptop (specifically X Pro 2018 top-tier model) was purchased in the country where it was not officially announced.
When I try to reach Huawei's en_US help, their site shows "404 not found" error, and another option (Chinese) can't be used either: I don't know Chinese and the problem submission wizard doesn't even load the dropdown list of possible devices.
So, what do I do now? Who will fix the driver?! It's an ENORMOUS pain and frustration to not be able to work due to both vendors not caring about the customer support whatsoever!

I can understand your frustration very well.
So far, however, I have no evidence to suggest that the graphics driver itself has a problem. It seems to be somehow due to the HUAWEI implementation in this laptop. It could also be a hardware problem that cannot be solved via a support forum. I am very sorry, but if you cannot reach HUAWEI, I can only recommend that you complain to the place where you bought the device. It is also the only way to enforce your warranty rights by presenting the purchase invoice there.
However, it is likely that they will then insist that you use the laptop with the operating system and drivers that it was delivered with. I can understand that you would like to have the latest software, but unfortunately no one can guarantee that this will work without side effects. A laptop is a system that was designed and assembled by an Original Equipment Manufacturer (OEM). Intel, as one of the component suppliers, therefore does not know all the influencing factors. It's like a car. If the engine malfunctions, you have to contact the manufacturer of the car and not the manufacturer of the engine control unit.
