My fps broke down to almost half the value lower than the previous fps when I updated to intel management engine 11.7.0.1045 so I rolled back to previous management engine which is version 11.7.0.1040 and repaired the engine of any corrupt or missing files using the version 11.7.0.1043 management engine but the hotfix is not applicable to my version of OS so it didn't install, but then everything regarding fps went back to normal again. No problems or issues using the version 11.7.0.1040 management engine.

Did you only update the Windows driver or also the BIOS?
ATM https://security-center.intel.com/advisory.aspx?intelid=INTEL-SA-00088&languageid=en-fr Intel® Product Security Center recommends NOT to update the BIOS
Updated 1/27/2018
As stated on January 22, we have identified the root cause of the reboot issue impacting Broadwell, Haswell and continue our work to confirm the same for other platforms. Based on new developments with Microsoft, today we are supplementing our guidance for customers and partners:
- We continue to recommend that OEMs, Cloud service providers, system manufacturers, software vendors, and end users stop deployment of current versions of microcode, as they may introduce higher than expected reboots and other unpredictable system behavior.

I rolled back my intel chipset and intel engine driver then everything went back to normal. And yes I updated the bios (MSI Bios) recently and didn't return back to the old version of bios since the issue is already gone or fixed.

And yes, I just found out about the SPECTRE VARIANT issue recently when I was trouble shooting my system and used the recommended chipset repair tool. As of now I'm still using the latest bios from MSI since I've already rolled back the rest of my system driver (not all) to old version and because the there are no weird things going on in my pc so far.
