No HDMI detected with Intel HD Graphics

Good afternoon,

I am having no luck trying to get this mini pc to output to HDMI. I have tried various leads and monitors that i know work with other HDMI PC's and have got nowhere. The driver installed is 10.18.10.4226. Im not even getting a notification beep that the lead is in like i do with the other devices. The chipset utility finds updates for it as per attached. The download completes and i get notified to restart. When the PC comes back on the driver has not been updated and its still version 10 thats being shown in the driver properties. I really want it at the latest driver just to see if that the HDMI issue problem or not. Its Windows 8.1 pro 32bit running on the PC.
