This same thing happened with my other Surface 3 laptop and now it's happening with the exchanged unit. Leading me to believe it is not a hardware issue. or maybe it is?
The screen will have a slight flicker UNLESS the cursor is moving. This does not happen in BIOS and it does not happen with the stock Windows driver. I have tried 3 different web browsers and even did a factory reset. Everything is fully up to date. I've also tried disabling certain power saving features with the Intel Graphics Control Panel.

Thank you for posting on the Intel️® communities.
We didn't get any information from the last two links provided, please list the driver versions tested and share with us the Intel® System Support Utility (Intel® SSU) results:
- Download the Intel SSU https://downloadcenter.intel.com/download/25293/Intel-System-Support-Utility-for-Windows-
- Open the application and select "Everything" click on "Scan" to see the system and device information. By default, Intel® SSU will take you to the "Summary View".
- Click on the menu where it says "Summary" to change to "Detailed View".
- To save your scan, click on "Next", then "Save".
Can you confirm if this happens with a second screen too?

I have attached my results. I have tried the last 10 newest Intel graphics drivers listed on your driver site. The flickering does not occur on a second screen. There is no flickering when the cursor is moving and there is no flickering in the UEFI settings.

Thanks for the information provided. In this case, due to the model of your computer, we recommend that you use the drivers provided by Windows update or those on the manufacturer's website. Surface laptops are known to use highly custom drivers provided by the laptop manufacturer, in a bundle most of the time. The drivers on the Intel website do not include these customizations and that might be the cause of your problem, we recommend contacting Microsoft for the correct drivers.
