Suspected graphic driver issue - Hardware Acceleration (QSV) Causes Problems when decoding videos.

I've tried everything and couldn't find a REAL solution to this problem.

Formatting the drive and reinstalling Windows did NOT help. The same problem occurs.

Proof 1:

Wwhen I view some videos I get a black screen for a fraction of a section on random intervals. In Chrome hardware acceleration setting is enable by default and when disabling it, it seems to work normally.

Proof 2:

I used a screen recording program called OBS and I've recorded the screen for a few seconds with the SQV hardware encoding enabled. The video is recorded with no problem but while playing it back, artifacts appear on the video such as: https://i.imgur.com/Xr0qpRl.png https://i.imgur.com/Xr0qpRl.png

While recording without QSV encoding but software encoding it records well and plays it back well which is a little bit weird but okay.

Also the following event log appears on Windows while the black screen appears:

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID

{D63B10C5-BB46-4990-A94F-E40B9D520160}

and APPID

{9CA88EE3-ACB7-47C8-AFC4-AB702511C276}

to the user NT AUTHORITY\LOCAL SERVICE SID (S-1-5-19) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

I've tested both the driver that was given to me by the manufacturer and the one that's installed by Windows update. The same thing occurs.

The driver version I have is: 23.20.16.4849.

Thank you.

Please, try with the following driver: https://downloadcenter.intel.com/download/28240/Intel-Graphics-Driver-for-Windows-10?product=126789 Download Intel® Graphics Driver for Windows® 10. Use the steps below for uninstalling and reinstalling the driver.

Uninstalling steps:

  1. Open the Device Manager.
  2. Expand the Display Adapters section.
  3. Find the Intel Graphics Driver. The driver can also be called the Intel® Graphics Media Accelerator Driver (Intel® GMA Driver).
  4. Right-click the Intel Graphics Driver and select Uninstall.
  5. Select the check box Delete the driver software for this device.
  6. The system must go through a restart to complete the uninstall process.
  7. If no older drivers are stored in the system, the graphics controller in device manager should now be listed as 'Microsoft Basic Display Adapter', 'Standard VGA Graphics Adapter' or similar. If not, repeat steps 1 through 6.

Installing the driver from that source did not yield any difference.

I am not sure if it's related to encoding or decoding (maybe both).

Here is a demonstration of the bug:

There are the raw two video recorded by my PC, if someone could test them and see if they have the same results as me?

Here are links to Windows 10 Feedback Hub for this issue. There are two feedbacks and both issues are for Windows 10 version 1809 Build 17763.104:

/thread/130027 kris4knez,

  • Run Windows® 10 updates to make sure you are running up to date.
  • Try to update the Intel® HD Graphics and the NVIDIA GeForce MX150 drivers from your computer manufacturer. Here is the site: https://www.mi.com/service/bijiben/drivers/ 小米帮助中心-小米商城. Please, let me know the versions you installed.
  • Check with your computer manufacturer if a BIOS update could help in this case.

I've uninstalled the current display driver for Intel and installed the one from Mi's website you linked.

I've also installed some other drivers related to Intel that were on the website for I/O ports and some other firmware related and it has no difference...

The driver version which is showing now is: 23.20.16.4973

I am also having this issue. Multiple versions of the manufacture provided driver had the issue. Currently running on the Microsoft Basic Display Adapter.

Just to confirm, were you able to update the driver for your NVIDIA GeForce MX150?

Regarding your proof 1,

  • Are you running the latest Chrome version?
  • Have you tried with a different Chrome version? This will help to rule out a possible bug with the Chrome version you are using.
  • Does it happen with other browsers?

Regarding your proof 2,

The content on the above site is not controlled by Intel. This information is offered for your convenience and should not be viewed as an endorsement by Intel for the merchants or services offered there.

Proof 1:

I am running the latest version of Chrome.

It does not seem to be happening on other browsers. I've tested Firefox and Edge with both having hardware acceleration turned on.

Proof 2:

It's the latest version of OBS.

I've already tried that but when I add my dedicated GPU for the program I cannot record my screen. (Because my screen is being rendered by the integrated one I assume).

Maybe these are two different issues and don't have anything to do one with another?

Proof 1 may be an issue on Chrome's part.

Also, I can confirm that Proof 2 not only happens with Windows Media Player but also with VLC media player.

In VLC media player it only happens at the start for 2-3 seconds and I can later scroll thought the video with no problem (on Windows Media Player it happens even when I scroll the video).

What's interesting is that it even happens when hardware acceleration for decoding is enabled which means that it's a problem on the encoding part.

The question now is if it's an OBS issue or driver issue.

Thank you the answers.

I agree with the proof 1, since it's only happening with Chrome this may be an issue on Chrome's part. And, in that case you can report this here: https://support.google.com/chrome/answer/95315?co=GENIE.Platform%3DDesktop&hl=en. Regarding proof 2, you can try with the respective deloviping teams for these tools, they may be able to check if you need an specific configuration for your settings or can help to confirm if there is an issue with their tools.

From my end, you can try older drivers for testing, see below:

I was able to fix this issue by manually installing the Intel Graphics Drivers.

From the link below, I downloaded the zip file win64_15.40.41.5058.zip and extracted the files.

Then I went to Control Panel -> Device Manager -> Display Adapters and right clicked on "Microsoft Basic Display Driver". I chose "Update Driver" -> Browse my computer for driver software and selected the folder I extracted the zip file too.

The drivers I tried using which weren't working are the Lenovo Intel HD Graphics Driver version 20.19.15.4963.
