I need to use two external monitors with this laptop. Intel says card will do it. Right now I'm using the laptop screen and an external through HDMI. I've tried another monitor through USB and USBc without success. How do I make two external monitors work?

According to the spec sheet on the HP site, the USB-C port on your laptop is data transfer only - which means that there is no support for DisplayPort Alt Mode. Bottom line, there is support in this laptop for connecting only a single external monitor.
All is not lost. You can use a USB 3.1 Gen 1 port (either USB-C or USB-A) to connect a USB graphics adapter. Here are some examples of such adapters:
