Expected behavior, this tool only provides generic DCH drivers from the Intel website.
Your system should have a non-DCH or a custom driver from the laptop manufacturer (Microsoft) or both.
You cannot install by overriding a non-DCH/custom driver with an intel generic driver, and DSA does not have the capability to force this.
On surface laptops, you should not use this DSA tool but rather install the drivers directly from Microsoft, those are the ones designed for your system especially in these closed platforms.
