Will I be able to get 60 Hertz 4K via a USB 3.0 to DP cable?

My computer runs on the i3-6100u processor and HD 520 graphics. He has only HDI 1.4 (max 30 Hz). The video adapter 520 supports 60 Hz via DP.

 

I want to receive 3840x2160 60Hz. Will this cable work?

No, it will not. First of all, in order to get DP video out you need to have either a proper Thunderbolt-enabled USB-C port or a true DP (Display Port) output on the PC (and you have neither). Secondly, to my knowledge, support for 4K@60p via HDMI connector requires a 7th generation processor. You might get 4K@30Hz out of your HDMI but that's it.
