I have one system with below configuration.
Chipset : Intel KBL-U i7
OS: win10 LTSB 2016 ( RS1)
I am suffered from Intel graphic control panel initail failed issue while I am using Intel Graphic driver 25.20.100.6323.
but it is working with driver 23.20.16.4901. Sadly, MSFT windows update will push the new driver 25.20.100.6323 to my computer. I try to find the driver detail, it only support win10 RS3 ~ RS5. Why does this driver push to my device. how do it fix this issue from Intel's suggestion ?

If the version of Windows 10 is too old (older than 1803, I believe), the driver and applet are not going to work properly (if at all). Intel only supports three versions back from the present. If this is the case, you will need to uninstall the DCH driver and then install a pre-DCH driver (i.e. build prior to 6444, the first DCH release).

first. all of the vga drivers I tried are not DCH driver.
second. I try to install the latest legacy vga driver from intel webiste. the version is 26.20.100.6888. after that, Intel control panel is working.
but it is still a risk that mention to support RS3~19H1.
don't why MSFT WU will send a not capable driver to my OS win10 RS1.

6444 is first DCH driver release; 6888 is thus DCH as well.
Again, issue is driver is not supported on builds that old. This does not mean it won't work; just that if something goes wrong, there is no remedy.
