it's connected to a second monitor via VGA on a B250 asus motherboard, latest bios.
iGPU Multi-Monitor enabled in bios
windows 10x64
main monitor is connected via hdmi to 660ti
driver 26.20.100.7262

More times than not, issues like this are the result of incorrect configuration in the BIOS. You need to be talking to the manufacturer of your motherboard regarding what their BIOS is doing.

it looks like it does sometimes increase to 600, but it still uses the discrete gpu for some reason for things on the second monitor for some reason.
This is performance grahs of a video stream in a browser on the second monitor, the stream is 1080p(60fps)
as you can see the video is run on the "video engine" of the discrete gpu (easily checked by pausing the video stream - it goes to 0 right away).
idk what is iGPU doing.

Try to re-install the drivers. It solved my issued when I was facing trouble like this.
