If you are referring to Intel Graphics Command Center (IGCC), it is not supported with your 10-year-old, 2nd generation processor. In fact, only 6th generation and newer processors are fully supported by IGCC. For these older processors, if you have installed the appropriate Intel HD Graphics driver package, you (also) have - and can invoke from the desktop right-click context menu - the Intel Graphics Control Panel app. This app will give you a similar set of capabilities to that of IGCC.
