i have intel UHD 620, i5 8 gen. when i play video game it seem that my laptop is using CPU and GPU remain at 0.

The Intel UHD 620 is an integrated Graphics processor in the Intel CPU . If in your laptop you don't have an additional Graphic Processor, it is normal that you see only CPU activity.

Thank you for posting on the Intel® communities. The answer provided by Leon it's correct. It is normal behavior if you are only using the Integrated Graphics.
If you want more accurate support, provide me with the following information:
- Specific games that you tested.
- Is this behavior causing an issue (crashes, low performance, etc)? Provide details.
- Which tool are you using to monitoring the CPU and GPU usage? If possible attach a screenshot.
- Please run the following tool and attach the report generated:
- DXDIAG:
- Go to Start > Run or Windows Key + R.
- On the Run prompt, type "dxdiag" then click OK.
- On the DirectX Diagnostic Tool window, click on Save All Information.
- Browse to a folder, type in a filename then click Save.
