4k monitor showing 1920 X 1080

I am running a windows 10 Hp Spectre from 2017. It has Intel HD Graphics 620. I connected the laptop to the monitor via the Hp type C to HDMI adaptor. The monitor is a 4k monitor.

 

When i go to display settings on my laptop for the 4k  monitor, it says desktop resolution is 1920 and active signal resolution is 3840. I have manually updated graphics driver to version 31.0.101.2115. How can i fix this issue. I have already ruled out the HDMI and the monitor by having the monitor display 4k using another laptop and same type c to hdmi cord.

Attached is a picture of the SSU. The monitor is LG 27" 4K UHD Monitor 27UL500. Hp usb c to hdmi adaptor 831118-001 which is capable of 4k 30Hz is being used while the monitor is reduced to 30Hz output. KT_6888_0-1720531947510.png
