This is my computer information.
CPU:i5 13400F
RAM:T-Force Vulcan Z DDR4 3200MHZ 16G*2
MB:MSI PRO B660M-A DDR4
OS:Win10 professional edition 22H2
Graphic Card Driver Version:31.0.101.4576(latest)
The FPS performance normally when I start the game. After about 30 min or shorter the GPU usage will low than 60% and FPS drop to under 60. And I test 2 games one of BlackDesert Online other one of Euro Truck Simulator 2 both two are toggle the situation. I already try use DDU to reinstall the driver or change back to older driver(4514). It still happen. BIOS version already update to lastest(But now I roll back to one version away from latest, because the problem not solve by update BIOS and when I use the lastest BIOS version the Windows Event Viewer will performace a error "Kernel-Processor-Power (Microsoft-Windows-Kernel-Processor-Power)"). Resize bar enabled.CPU tempture not over 60℃, GPU tempture not over 80℃.So it may not over heat. And this is my SSU report.

- Does lowering the Game setting the issue improves?

The games distribution service only steam. Lower game setting can't solve. This computer bought in May 5. And the original graphics is A770. Umm, I am Taiwanese so the game setting is Traditional Chinese, the Black Desert Online didn't allow user change languege. When I bought the computer I install Windows 10 first. And I ran into the QSV encode error problem. https://community.intel.com/t5/Graphics/A770-QSV-encoding-error-can-t-record-and-stream/td-p/1494796 so I change OS to Win11 at July 15. And the problem solve. But new problem like this happen. And I use normally in the start until July 24.

This is the record in two different Black Desert node war. I recommend mute video to avoid noise commander.
First one is play normally video https://www.youtube.com/watch?v=uvWK85yhRuE we can see before 4:00 I am at our base even wandering outside it can run above 90fps, at 10:00 in enermy base even so many player and object it can still ran 80fps.
Second one is low fps https://www.youtube.com/watch?v=pSihASSZvJM we can see at 5:00 at our base it just can run 60fps, at 28:00 same situation in enermy base it just can run in 40fps.
I pretty sure it is not different scenes and bad optimization make low fps. And two video use same settings.
And this is two clip. The information display are using MSI Afterburner. Both two photo clip in wild field it should run at least 90 to 100 fps. It even can run to 120.130 fps. Should not like the photo lower than 60 fps.
The BDO game settings that I use are:
texture quality: high
graphics: very high
faraway object: on
depth of field: on
Anti-aliasing: off
upscale: not applied
effect opacity: 100
If you want more detail setting just tell me. I will see the NA/EU sever video to translate it to English.
Finally my ARC control settngs:
GPU performance boost: 0
GPU Voltage offset: 0
GPU power limit: 252W (I already test use default 210W still not solve)
And I didn't set any game setting in ARC control. Global game settings are default.

My screen is 1920x1080 144hz the game setting is 1920x1080 too.

When I download the driver. I saw the Detailed Description below the driver download page. It says this driver support Platform (OS Support) 13th Gen Intel® Core™ processor family (Codename Raptor Lake-S, Raptor Lake-HX, Raptor Lake-H, Raptor Lake-P, Raptor Lake-U). But the bottom "This download is valid for the product(s) listed below." did not include 13400F. Even in stable version is same situation. Is A770 did not support the 13th gen cpu without built-in graphics card? It has 12400F in the list. Or it really a bug in graphics card driver? Or just Intel forgot to add it into list?
And now this is my latest driver version(4578) experience. The FPS drop has repair better. In BlackDesertOnline same place above my clip it get 60~70FPS. It still far to normal 120~130 FPS. Although restarting the game can fix this. But it still bother me.

However, regarding your questions, please note that the Intel® Arc™ A-Series Graphics supports 13th Gen Intel® Core™ Processors, but we will check this internally to see whether or not the 13400F should be included on the list.

After reviewing this matter internally, we decided to attempt to replicate the issue in our lab environment. After further inspection, it seems that there is an issue with the BlackDesert Online game itself, as the problem is also present on non-Intel Graphics adapters. Based on that, we recommend reporting this issue to the game developer.
About the problem with Euro Truck Simulator 2. we want to inform you that we are working internally to improve the performance of our Intel® Arc™ A770 GPU. Please, wait for further updates; nevertheless, we are unable to commit to an estimated time, but you should rest assured that we are working on it.
