Currently the Fan Speed Control feature in the Arc Control Performance Tuning section limits your PWM threshold to be 30% so that you cannot set PWM percentage from 1% to 29% despite that 0% is allowed for zero-RPM functionality, which is a safety feature I think. I do know that PWM percentage should not be set too low, otherwise a PWM fan might malfunction.
My concern is that 30% is unnecessarily high for idle, causing unnecessay noise. A fact is that throughout my experience working with lots of motherboard BIOS settings, most of manufacturers use 20% as the start point for PWM fan speed control.
I suggest that Arc Control should also adopt this industry standard, letting the Fan Speed Control's PWM threshold to be 20%, which makes the fans spin much quieter when the GPU is idle (for situations where 0% zero-RPM is not suitable), and it is also protecting PWM fans to operate within the safe range.

In addition, currently your design forces the fan speed to inevitably pass through the range between 1% and 29% when rising from 0%, and this is not the correct way to do it. You should learn from all the other matured fan control softwares where none of them does it in such a way as you do. I drew a simple illustration for you. Take a look at my suggestion, which is the way EVERY other fan control software does it.
