Low GPU core power

My Intel arc a770 use only 70-110 watts in games but if I do a bench of the GPU the wattage use go up to 210 watts

My CPU is i5 11400f
16gb ram 3000mhz
And I have resize bar enable

Can you please specify what is the issue exactly? How does this affect your system? (low performance, low fps, crashes, freezes, etc.).
