Intel Arc A750 8GB, Ryzen 7 5800X, 48 GB RAM. Hopefully enough info.
The weird thing happening is as such :
When minecraft runs in fullscreen mode I get noticable stuttering on the rest of my system.
When minecraft runs in windowed mode, it itself stutters intstead and the system runs fine but there's no in between. Symptoms persist if in main menu or in game.
Same symptoms with official minecraft launcher as with prism launcher, with or without fabric mod manager.
What context do you want me to share for further troubleshooting?

The same happened to me a few months ago. Theres a workaround: go to the Intel Gaming Software --> Graphics --> Reset config, switch the 1st option to "Vsync off" (yeah ik... This sounds ridiculous). Reboot your system. In adition try to use a fabric modloader with Sodium + Sodium extras + Iris Shaders and set the cpu prerendered frame queue to at least 4 frames. It will make a huge difference with minimum fps too.
Bonus: Arc gpu drivers doesnt like overlays at all like the discords one btw it will ruin the overall performance adding stuttering. Disable everything and keep the gpu usage by other things / apps at minimum while playing (if youre using wallpaper engine just pause it etc). Looks like a scheduler or overhead issue but HAGS is still (arbitrary) capped for Alchemist gpus for some (comercial) reason hehehehe.

I'm glad that I'm not the only one experiencing this issue.
I tried your suggested solution as written and I did not succeed in solving the issue.
As for the bonus point, overlays are not relevant to me as I have multiple displays connected and thus multitasking, media consumption alongside main task, is a priority. Meaning that closing down everything else in the background is not a viable option for me either.
Also none of my system resources are nearly close enough to being overloaded which is why I don't understand the issue.

Ooh, I see. Youre using a multiple display setup... Well, even with my workaround I can still manage to reproduce your issue... but even worse, when connecting my 2nd monitor that I usually use with my raspberry pi.
I said "even worse" because, at least for me, theres a system-wide stuttering even using the windowed mode but less than using the fullscreen mode so, yeah, you are not alone c':

Hello Michael!
1. I am using an intel brand A750, yes.
2. I have in the past while changed to a GTX 1080 so I am unsure of the time when this started. But I have a feeling of this having been an issue for quite a while, only the other day did I get fed up with it though.
3. I frequently change settings, be it ingame or elsewhere, so I cannot answer if and if so, what I changed in conjunction with realising the issue.
4. My troubleshooting steps are :
Reinstalling Minecraft.
Trying vanilla Minecraft.
Trying Vulkan Mod (to no avail, fullscreen only shows black screen).
Trying Sodium and similar performance mods.
Reinstalling and updating drivers.
Changing refresh rate for my monitors.
Followed the steps in Aceitunators suggestions.
Monitoring task manager shows no sign of system overload, though it seems to get stuck at 32% in my case. The plateu in the 3D graph gets stuck at 32% when the game is in fullscreen and when a video is playing back on firefox.

Alright so I've found some time to gather information.
I had in the meantime switched with a GTX 1080 from another system and used the A750 in there. R5 2600 + A750.
I did not recognize the symptoms on that system although the setups vary more than just the computer.

Did you generate the SSU in the R5 2600+A750 system?
Actually, I need the SSU logs of the affected system for me to investigate the issue.
If you have time, kindly install the A750 on the affected system then try to install the latest Graphics driver using DDU method.
It is possible that other graphics driver are still in the system, that also explains why there is no issue on the R5 2600 system.

The SSU logs is from them affected system, I have removed unwanted drivers and freshly installed the arc drivers before generating them.

Yes I have done so standalone and in conjunction with the GPU switch.
I tried minecraft with the vulkanmod and the performance was outstanding.

There's one solution to the issue but I the core issue is still present.
The problem with the vulkanmod is that it's in BETA and isn't compatible with many other mods I use.
