I have the Intel ARC-750 for my streaming computer the video card by the way did this fine but with the drivers 101.6299.
After updating the drivers to the latest version video encoder capabilities disappeared ( QuickSync ) ,
And that's a problem you can only use x264 which gives a lower quality.
My temporary solution is that if you start OBS with admin rights all QuickSync options are there again.
Somehow Windows 11 suddenly needs admin rights for OBS but this happens after the latest Intel Arc drivers.
This is not really a nice solution to the arising problem ( admin rights ) so I hope this gets fixed.
I have attached some picture for clarificatio.
Streaming system :
Mainbord : Asus Rog Strix 550B-F Gaming
CPU : AMD Ryzen 9 - 5900X
Memory : DDR4 32GB
Video : Acer Predator Bifrost Intel ARC A750 OC
Capture card : Avermedia live gamer 4K GC573
windows 11 - 10.0.26100 Build 26100

Can confirm this is a driver issue. I am using a Asrock Steel Legend B580 12G OC GPU.
I am on this driver version:
32.0.101.6559

Did you do recent changes with the system?
Have you performed other troubleshooting steps?
Have you tried performing a clean installation of the driver using a tool like Display Driver Uninstaller (DDU) before installing the new driver? Are there any specific error messages or logs from OBS or other applications that might give more insight into the encoder issue?

No only the regular updates from Windows 11 the problem occur when i did the update from 101.6299 to the newer version if i rol back to the drivers 101.6299 the problem is gone.
Now i use the new drivers again 32.0.101.6559 but i must start OBS Studio with admin rights to not having the problem that the QuickSync options are gone.
It is strange that OBS needs admin rights after the last driver update if a rol back to the previous version the problem is gone with no other system changes.
I already try two times to do a clean install of the new drivers the solution with OBS starting as admin a find on the internet and that works for now but program starting as admin is not a very smart solution.
I must say that I am otherwise very satisfied with the streaming quality of this video card. As an example, I will give you a link to a livestream video of mine just to show how good it works ( https://www.youtube.com/live/ZhnPw8Pa6KU?feature=shared )

I can confirm this issue using driver 32.0.101.6559 on an ARC A770 16GB
This issue also occurred on Handbrake, and not Moonlight/Sunshine, running the applications in admin mode temporarily fixes the issue.
However it requires running the applications every time in admin mode.

I got a update after installing the new drivers version 32.0.101.6632 the problem seems gone so i dont have to start in admin mode to get the full functionality in OBS streaming software so good !!!
