I bought my B580 the day of release and have had almost no issues with it since the first few driver releases. I normally use native resolution at 2560 x 1440.
Recently I bought a few games, The entire Tomb Raider series and Dead Space 2023 to name a couple. I played through the entire Tomb Raider series with no real issues except for the fact that when I tried to change resolution in full screen to 1080p it would give me a bordered window. Thinking it was specific to the game engine I just played at 1440p and didn't worry about it.
Until today when I installed Dead Space 2023. I go to play at 1080p and what do I get? A 1080p window with black borders in fullscreen!
So I decided to load up Cyberpunk 2077 which I know scaled correctly and ran great the last time I played it a few months ago. Same issue, if I drop resolution it gives me black borders and a smaller window in the middle of the screen. If I go to borderless window it gives me a smaller borderless window in the center of the display!
I then decided to change my display resolution in windows and try the games. It scales the desktop correctly, but when I load a game in 1080p I get a scaled down windows with black borders!
I'm going to try uninstalling the drivers in a bit and reinstalling them to see if it fixes the issue, but has something gone wrong in the latest drivers that breaks Resolution scaling?

I Believe the issue you're referring to has actually a pretty simple fix. You go to Intel Graphics Software then there should be Display after you get there the should be settings about Scaling. If you try messing with them i'm pretty positive your issue is gonna be fixed.

I tried every variation of scaling preferences before ever bothering to post to this forum. I did a fresh install with the newest driver version after posting and the problem went away.
