Compile a Linux application under windows

Hello,

Is it possible ?
We want to use intel compiler (run by v.s 2017) to compiler and build a linux application. 
Is there an Intel compiler that can run under windows and compile a code for linux ?

It seems icc searches a gcc exceutable which we have only under linux.
