Debian Buster - can't compile simple program

I was able to install it but I can't compile a simple hello world program.

$ ls
test.cpp
$ cat test.cpp 
#include <iostream>

int main() {
	std::cout << "Hello world" << std::endl;
	return 0;
}
$ icpc test.cpp

Seems like c++config.h could not be found on your system.
