I have make test Evince 2.22.1.1 (Suse)
No problem no password required

But with Debian 4.0 r2 document is locked must password ???
Also i have make test other PDF files www for observing if problem have relation only my two machines machines
and no problem password other documents PDF

I have download same document link for opening with XPDF (without mime process) and no problem password.

Deducting ,users have Debian 4.0 with default Evince version have probably problem with pdf on line locked password.
I must see if is occured same problem Debian 5 default Evince version.
