Is it still possible to download the Intel C++ compiler 9.0?

Yes, but the 9.0 compiler is no longer supported. You can download the compiler at registrationcenter.intel.com. Select "Intel C++ Compiler for Linux*" or windows*, and then click the "Release" pulldown list and select 9.0.
