Intel Parallel Studio Won't Install/Uninstall

I can't get Parallel Studio to update/install or uninstall. I have downloaded the setup to uninstall it and It still gives an error about the installation source not found.

I'm trying to install 2017 but this is the error

Intel(R) Parallel Studio XE 2017 Update 1 Cluster Edition for Windows* Setup Wizard ended prematurely because of an error(s).
  Windows Installer failed to configure product:
    Error message: The installation source for this product is not available. Verify that the source exists and that you can access it. 
    Error code: 1612

When I try to uninstall 2016 I get this error.

I tried using Microsofts MSI (https://support.microsoft.com/en-us/help/17588/fix-problems-that-block-programs-from-being-installed-or-removed) repair tool and it didn't work either.

I even tried "Repairing" the 2016 install and got this.

I did indeed receive your private message. Our installation engineers looked at the files you attached and communicated the following:

Root of issue is corrupted Windows Installer local database. One possible way to corrupt it is if the user launched some windows clean-up tools. These tools usually break Windows installer database and Windows registry. We do not recommend customers to use such tools.

Workaround: User need to find original packages for all installed intel products and perform installation and uninstallation them. It should help to restore Windows installer database. If you cannot locate those packages on your system but you do know which version you installed try to download that version and use it.

I tried to do a repair install on the base version of 2016, update 1, update 2, update 3 and still the same issue. I also tried to do an update to update 4 and was unsuccessful.

I assume you were able to locate and use the original packages when you attempted to uninstall. Can you confirm?

I was unable to uninstall after all attempts to remove it including via the original installation software. I just use another computer for that now. 

I'm unsure by what you mean by original packages? The window installer cache packages? If so, no. I assume the repair would include reinstalling the OS, which I don't feel like doing at the moment.
