Performance _mm_lddqu_si128 and _mm_loadqu_si128 in Non Pentium4 CPU

I have heard that performance of _mm_lddqu_si128 and mm_loadqu_si128 is no difference in non-pentium4 CPUs.
Why is no difference in non-pentium4 CPUs?
Is there public documents are described the above?
