installing Intel Paralle Studio XE Composer Edition for Fortran and C++ Windows

Dell model:T7610 I have 64bit windows 7 We've been trying to install Intel Paralle Studio XE Composer Edition for Fortran and C++ Windows. The trouble we're having is that it will not complete the install. After the certificate install. The Intel splash screen will come up and look like it was about install but then the splash screen disappears.

(troubleshooting notes) To ensure it was not a certificate issue. We download the cert from a web site and tried installing that. We were able to confirm that certificates did install correctly both with downloaded version and the Intel install version. We tried installing two KB Microsoft patches that could have been the problem. That didn't resolve the install issue. We removed the Dell T7610 from the network domain to make sure no other software programs or group policy was affecting it and that didn’t resolve the issue. Here is where it gets interesting. We tried a standalone system with a new clean windows 7 64bit image and the Intel Studio XE Composer Edition for Fortran and C++ Windows software installed fine. We have not been able to install this software on any of our Dell model systems accept for the standalone Window7 64bit clean image. We think the problem is in group policy preferences and we would like to know what group policy it would be or if you have any other idea you think it might be?

You will need a Microsoft visual studio such as vs2013 community in order to support the c++ installation. If your psxe is current, current Microsoft sdksetup plus vs2015 will support more recent syntax.
