I have VS2019 and installed oneAPI. Started oneAPI command prompt but icl isn't set up. Is this a bug?

Thanks for reaching out to us.
Please give us more details of your issue, like what steps you followed.
If you have directly launch oneAPI command prompt, then you must have got some logs saying
initializing oneAPI environment...
initializing Visual Studio command-line environment...
If not then please try running the script C:\Program Files (x86)\Intel\oneAPI\setvars.bat to initialize the environment. Before that please check if you have properly installed Intel oneAPI Base Toolkit.
If still, you are having the same issue then please give us the steps you followed and the logs so that we will get more insight into your issue.
