A conference shutdowns suddenly

We are in trouble because a conference sometimes shutdowns suddenly when a participant leaves the conference.

1. Test Environment
 Server (192.168.3.219)
  Ubuntu 18.04.3 LTS (GNU/Linux 4.15.0-76-generic x86_64)
  Intel CS for WebRTC Release-v4.3
  Node.js v8.15.0
 Client
  Windows 10 Pro 64bit
  Chrome(64bit) 79.0.3945.130

2. Test Steps
 1. Open https://192.168.3.219:3004 with Chrome.
 2. Duplicate the tab.
 3. Close the duplicated tab.
 4. Repeat 2 and 3 until you find 'Publication error' in the first tab console.
