Issue on setResion Method

Test Version: 3.5.1

The layout has 6 resions. Two videos are joined.

Resions 3, 4, 5, and 6 are empty.
Can I move 1 or 2 resions to an empty location?

If the region id is set to 3, 4, 5 or 6, a response of Invalid region_id is given.
