Brand new STK2M3W64CC does not work out of the box. Need help?

Brand new STK2M3W64CC does not work out of the box. Wired keyboard, wired mouse. Multiple power recycling. Checked all 3 ports on the TV. With and without HDMI extension cable (provided in box). No luck. Is this a dead on arrival compute stick?
